A Thought on Cultural Differences

The Digital Divide

Although not explicitly noted in our paper there is an interesting cultural/governmental difference in response to bridging the digital divide.

In Mexico, the government is creating communal Internet sites in schools, libraries, post offices, and other goverment buildings. The United States lacks a similar direct government involvement.

I can only think of one program where the US federal government is directly involved - the Schools and Libraries' Eligibility Services program (aka e-Rate). It is an underfunded and poorly adminstered program that does not have as much impact as it could.
